H.E. Maria da Graça Carvalho
Minister of Environment and Energy Republic of Portugal
Maria da Graça Carvalho was born on 9 April 1955.
She has a degree in Mechanical Engineering from the University of Lisbon Instituto Superior Técnico and a PhD from the Imperial College of Science, Technology and Medicine in the United Kingdom.
She is Chair Professor at the Instituto Superior Técnico (University of Lisbon) in the fields of energy and climate change.
She was lead adviser to the President of the European Commission Durão Barroso in Science, Higher Education, Innovation, Research, Energy, the Environment and Climate change from 2006 to 2009.
Adviser to the Commissioner for Research, Science, and Innovation Carlos Moedas in 2014 and 2015.
Lead adviser at the BEPA Bureau of European Policy Advisers.
She is a member of the American Institute of Aeronautics and Astronautics, the American Association for the Advancement of Science, da World Academy of Art and Science, and the Portuguese Science Academy.
Minister of Science and Higher Education from 2002 to 2004.
Minister of Science, Innovation and Higher Education from 2004 to 2005.
Member of the European Parliament from 2009 and 2014; she drafted the Horizon 2020 – Framework Programme for Research and Innovation (2014-2020), and again since 2019.
